I am thinking Texas. Biggest in the lower 48, major urban centers are hundreds of miles from one another with nothing much in between, suburban areas are very spread out due to land being cheap, and not much for public transit in the major cities (no BART/subway systems). All makes for a lot of driving.

New York... Highest population, taxi, buses, cars.... That's what I think....
